For your own pair of ribbon boots, ask your shoe repair to split the sole from the upper -- up to the arch is fine. When that's done, lightly glue ribbons across the toe (e 6000 glue works) and tuck them in. You don't wan't travel too far up the ankle or your ribbons will wrinkle as you bend. When you're done glueing, take the shoes back to the repair shop and have the soles re-sealed.
In other news: If you haven't been to Stella Dallas Vintage and Stella Dallas Home off the Lorimer L train, you gotta go! The home store is awash with textiles including stacks of hand woven rugs and crates gurgling with vintage scarves and leather scraps. Next door, is Stella Dallas Vintage, a marvelous trove of silk slips and letterman jackets as well as several cases of rhinestone miscellany. The prices are very fair.
